The new owners of the property bought this complex about 4 years ago, the management company that they hired dont care about the tenants. They have not done anything to the exterior of the buildings, they are just falling apart. When an old tenant moves out yes they do replace the floors and the trim inside the apartments to make them a little more modern but that's it. These buildings are growing mold in the walls and the walls themselves feel wet to the touch. They know about the issue and all they say is clean the wall with bleach even after showing them pictures of how bad it gets.
