Spartan Management In Cheyenne Wy

I've been harassed the last 2 months this time from the people below me and they have been tormenting my dogs hitting the walls all hours of the day and night and I've complained and at least 2 other people have complained but yet nothing is done about it and I have been trying to get a hold of the owner and keep getting a recording about a voice mail not set up. I've taken legal steps against the people below me. What does a person have to do to get this kind of harassment and tormenting to stop when the management won't do anything about it and you can't get a hold of the owner?
