Honest Feedback from a PhD Student: Structural Defects & Management Issues I have been a resident here for over a year. I initially loved the location and even referred friends to move in. However, my recent experience regarding the habitability of my unit compels me to share the truth to help future residents—especially students—make informed decisions. 1. Severe Structural Insulation Issues (Winter Risk) My unit has a specific structural defect where the exterior wall is fully exposed to the wind. The Result: Pipes have frozen for two consecutive winters. This year, despite strictly following ALL management protocols (heat on, dripping faucets), the pipes still burst. This is the fourth apartment complex I’ve lived in since being in Knoxville and it is hands down the best one. I’ve been at Windover since 2019 and I love it here and am not moving until I buy a house. I haven’t had many issues here but when I did they were addressed immediately. Maintenance always shows up the same day I put in a work order and they fix whatever is wrong. The management team and all of the other employees that work in the office have always been professional and top notch.

The upstairs of the townhomes are extremely hot in the summer. You have to turn the air conditioning down really low to be able to tolerate the upstairs. In the winter there is so much cold air that comes in around the windows and doors that you struggle to keep the place warm. The parking is awful. They have no rules on parking. People that don't live in my section of town homes, park in front of my town home. Therefore, I have to park farther away. If you have children, this place isn't where you want to be because they have no common areas for the kids to play. If you like to decorate and make a place feel like your own, this place isn't for you. They don't want tenants to plant flowers or hang any type of outdoor decorations in front of their unit. This place has continued to get worse

The office staff is very friendly and always willing to help solve any issues. Most maintenance request get taken care of within 24 hours of submitting them. The townhome upstairs gets very hot during the summer and the dog park runs out of dog poop bags (only a concern due to the pet police of getting charged $300 if it’s left out and sometimes the poop gets hard to find, so just have to make sure you alway have a poop bag). The pool is always very nice and clean, the only downfall is it’s only open seasonally and it gets locked at night and sometimes doesn’t open till later in the morning (only not been open for me once). The gym is also a very nice feature, has most of the basic equipment you would want. Overall this is a very nice place to live espicslly if you want to be close to UTK

I have lived in Bloomfield for since 2021. The worst experience now since New management wind over apartments in affiliation to Windover apartments doesn’t have enough maintenance men to cover all apartments but yet they still take all the rent money and the rent keeps going up. My heater has been out since February 07, 2026 since that morning I have called now four separate times nobody has come to repair my heat. I have two small kids under the age of eight years old. This is neglect I don’t care how many maintenance men we don’t have. I am a dedicated tenant It’s gonna freeze up Next week and I don’t have heat in his apartment. I will be forced to leave my apartment and be homeless yes again.
