Emerald Downs Apartments

Well, I lived for over a year in one of the apartments. These are nice units, but my problem was the level of noise in the building during the day (mostly on a weekend) and outside. It is College Hill afterwards. My unit was about half mile away from the Greek Row and some nights were much worse that others. However, the management would take care of any noise inside the building after 10:00pm. Other thing that I have noticed that manager on my complex changed three times when I was there. Last time it happened when I was subleasing my apartment. They dropped all paperwork and the transaction almost fell through the cracks. Apartments are not cleaned properly when moving in (horrible dirty floors, stains in the bathroom and the nasty kind, windows smudged), unhelpful management with dismissive staff, shabby apartments with no renovations, cost too much for what they’re worth, loud neighbors, thin walls/floors can feel the vibrations of footsteps from downstairs/upstairs neighbors. Nothing good to say about this property. Signed a lease with utilities such as garbage, sewer, and water covered but a couple months into living here and with no notice they started charging $90 for these services. Edit: Forgot to mention that the door to the apartment is not sealed properly. There are large cracks that I had to seal myself. The refrigerator is old with dents and is really loud. Well kept apartments close to shopping and WSU

TLDR; Trash, sewer, and water advertised as included in rent. It's not. Emerald Downs/DABCO makes it really appealing and easy to move in, just to be ignored, disrespected, and scammed. A few months ago, when I applied on the website for my apartment, it was listed with utilities like internet, water, sewer, and trash being covered by them. This is the main reason I chose to rent this apartment over any others, because it specifically fit in my budget with these amenities included. Even upon reading the lease, the utilities section states the same thing. However, I didn't catch an addendum placed at the very bottom of the lease changing water, sewer, and trash to be the renter's responsibility.
