I’m an active-duty military servicemember and had a disappointing experience with this property and their leasing staff, particularly Chelsea. I applied for an apartment in mid-August for a mid-September move-in due to last-minute verbal PCS orders effective in October. I was told by Chelsea that if no units were available or if I was denied, I would receive a refund. Nowhere in the application did it state that I needed to have my official military orders in hand to be eligible for the apartment. Nonetheless, they requested the orders, and I did everything I could to expedite them. As anyone in the military knows, we don’t control how quickly orders are processed. Looks like HV/EB is looking more like the rest of the island and catering to the people who don't live on the island and make it almost impossible to for the average person to live here. Year after year Rent keeps going up to get the people who actually work here OUT, for Either Section 8 and Military to where that money is guaranteed by the State/ Government!! And Not doing anything to the Apartments what so ever to accommodate to the ones that live in them. Removing Recycle dumpsters to only one area to save money, throwing party's from the money they get from over charging tenants. When will this madness STOP and make it so the average person can live and work on this island

The management here is simply awful. They're slow to respond, regularly close the office, and suck at communication. Just today, I received a "second late notice" on my rent. The leasing team never delivered a first notice, they didn't try calling me, and they didn't try emailing me. The issue is that their automatic system never pulled the payment. I verified both that auto-pay was still enabled, and that my account had enough money all month long. The "second late notice" is threatening eviction if I don't make payment within 4 days. They dropped the letter off the Friday before a holiday weekend, and then closed up shop early. so they're providing me one day to talk to them to fix this (If I am even able to get a hold of them). I wouldn't recommend living here at this time after I found out who the assistant/manager is. I went in for some applications as it seems like a very nice place to live and reasonable costs for the area and I found out unexpectedly C.A was now working there and he used to manage a complex I live in still. Much like a previous commentor mentioned we at the place we are now didn't get a notice once for a state inspector visit so it ended up with a downward spiral because I had the nerve to talk back to them when they came, with them eventually starting to blame us for every problem on the property after that.. cigarette butts outside, threatening DNA tests (i offered to take the tests they refused) and threatened charging us 200$ for ruined grass and mulch from each of the butts and accusin

Harbor Village has been a great place to live. It's a quiet complex, with mostly professional, military and retired residents, super close to all the shopping centers, beaches, and downtown Newport. The apartment and appliances were exceptionally clean at move in, and Karli and the rest of the staff have been great. The apartments are better maintained than most private rentals and other complexes. The gas heater is super warm and efficient. There's plenty of parking. Also, plenty of washers and dryers (as long as you don't go on Sunday night). I've never seen the dumpsters overfilled, or dog poo left on the lawns. One of the best things about living here is coming home to landscaping done and holiday décor put up and taken down!
