If you desire special assessments in the thousands every year, violations of bylaws such as Section 19(b), denial of records you’re legally entitled to, and being told “the attorney said no copies” — yet no one can produce this mysterious attorney’s written statement after 27 days — then Noble may be the management company for you. If you prefer a rude and hostile management style, this company checks that box as well. Jenifer Harmon, the owner, approved a 6% raise for herself and the company, which somehow ALL 55 hoa's they manage thought it was a good idea and signed off on? For what? No one seems able to give a clear explanation. It appears our community is far from the only one questioning where the money is going. Who handles properties when they go into foreclosure? PUBLIC SERVICE ANNOUNCEMENT: any property under Noble mgmt. Go to the courthouse IMMEDIATELY and get a copy of you Master Deed, especially the Financial section. Thankfully some owners here discovered that our was....what for it....missing! and it just so happened to contain the answers to STOPPING all illegally obtained "special assestments." That goodness it was found. Check your online portals and make sure every page was uploaded. If not, screenshot your phone to timestamp. Go to courthouse, pull deed, see if any pages are missing. Save yourself the time and check the Financial voting, responsibilities section. Seems to have a funny way of being left out. Never have I been so surprised and shocked at how a management company can be so complacent, unorganized, and abide by some SC laws and have such disregard to others. I’m blown away at the disregard for the bylaws in set Master deeds, and the choice of words used by the current staff. The over use of the word “I” in more than one occasion, shows that some have a definite power control issue. This company is to be an overseer for our property. There is a big difference between overseer and making what decision they so choose. This not only includes major work within the community, as well as making it almost impossible to make quorum for years. This I guess is how we have a new Board for our HOA. There is no transparency and minutes from meetings are months behind on being posted for review

The Noble Company doesn't maintain the property or perform repairs. When advised for years there was a problem with rotting balconies, they chose to ignore it. They don't answer inquiries or provide documentation to home owners when requested. They continue to raise HOA dues with no improvements or repairs to the property nor is the property maintained. If they do repairs, the contractor they use takes an absorbament amount of time to do it. Homeowners are told any damage done by the contractor is their responsibility to fix.
