If you're ok with people smoking on their porch and in their unit, despite it being against the rules, and management telling you "we've had problems with him for years but there's nothing we can do about it unless we catch him in the act"... if you're ok with asking same neighbor to turn down the music he's blasting right outside your door while running a power tool, only to be screamed at and called the c-word; if you're ok with your neighbor getting into an hour long screaming match with his girlfriend, slamming doors and banging on walls, and when you complain to management about it they tell you, "You can't expect total silence at all time," then you will love it here!
