Quantum Residential

My son lives at Westcott Place apartments, (I had actually convinced him to rent there a little over a year ago when Mariah and Mike were there) and now that they are gone, NO ONE ANSWERS THE PHONE , in fact, the maintenance emergency phone appears to be off. Told him to call Quantum Corporate, and again, NO ONE ANSWERS THE PHONE, You would think that the new manager they supposedly have named “Alex”,(not sure as no one ever actually sees him) would want to speak to someone wanting to rent a more expensive and larger apartment considering their vacancy rate is horrible, but apparently not. That’s fine, you’ll have another vacancy soon and maybe phones will get answered somewhere.

A resident who is a refugee from Syria and lives at Greenview Terrace noted that he had an easier time living through a war than he has had living in this apartment complex. His car has been repeatedly by other tenants and towed unnecessarily, His apartment flooded TWICE with raw sewage. The second time, it was flooded with 6 inches of sewage and left to fester for over a month while he was in the middle East visiting family. His compensation for losing most of his precious belongings? Two used couches that look like they were taken from the side of the road and two new towels from Ross.

Never rent a property managed by Quantum. My building has been without a dedicated manager for months. We were denied rent reduction or compensation during 6 months of construction inside our unit to replace the entire exterior wall in downtown Portland. I have experienced nothing but negligence and profit seeking at my expense. Quantum: do not respond saying to get in touch - I have reached out multiple times to no avail.

Does not seem to respect workers any more than tenants. Took a pic of two (2) in a tiny office clearly marked by the Oregon Health Authority with an occupancy of one (1). Regional manager fussed at me for taking the pic. Hilarious given that the two workers were in there together in the office of a public housing project for the disabled and seniors, setting up the new apartment surveillance system.

If I could, I would certainly leave 0 stars for the Quantum Residential management group. I’ve left multiple voicemails as well as emails in regards to my lease coming to an end, I have received no response. I have given proper notice to management they just choose not to answer. I will not be charged for any following months/water/sewage post month of January as my lease is up 2/01/2024 and have removed all payment information from their online portal as preventative measures. They are able to post taped notices to each units door but unable to resolve issues received from tenants or even practice efficient communication.
