Perhaps a once quaint living space for the elderly and disabled tenants to enjoy, has--now--transformed into a dilapidated (get to this later) thug infested neighborhood, where outbreaks of fights and peace disturbances have become the norm, e.g. Neighbors blasting loud music or having noisy pets. While living refinements serve to be adequate in the Brockton Centre, it's behind regulatory standards rendering the building a haphazard. In part, this is influenced managers prioritizing their resourcefulness to one location over another.
